Patrol East Division

This division is made up of three districts, also called precincts, and is headed by Captain Melvin Franklin


District 1

The District One Patrol area is located in the Northeastern portion of Montgomery County and stretches approximately 406 square miles.  District One encompasses the north I-45 corridor from FM 1488 to the county line, the north and eastern portions of Lake Conroe, and northeast approaching Cleveland.  The cities of Conroe, Willis, Panorama, and Cut-n-Shoot are located inside this zone.

The infrastructure of District One, including the City of Conroe, has been considered one of the fastest growing areas in the country. Demographics are diverse, ranging from businesses and homes on Lake Conroe to large industrial businesses in the eastern portion of the patrol district. Montgomery County Sheriff’s Office Patrol District One is home to the Montgomery County Convention Center and Fair Grounds where the Montgomery County Livestock Fair and Rodeo, Gun Shows, Car Shows and many other community events are held throughout the year.

District 2

The District Two Patrol area surrounds The Woodlands Township and borders Harris County along the south side of the Montgomery County line, runs along the San Jacinto River up to the Conroe city limit, and then west bordering Magnolia past FM 1488 and FM 2978.

This region contains the cities of Oak Ridge, Shenandoah and a small portion of the City of Conroe.  The Sheriff’s Office has entered into a partnership with the South Montgomery County Municipal Utility District which funds enhanced patrol services for a large portion of the Rayford/Sawdust Rd/I-45 corridor.  Through this partnership with the South County Municipal Utility District (SMC MUD), the Sheriff’s Office is able to provide an increased service level and reduced response times in one of the most urban areas of Montgomery County.

District Two has experienced rapid growth along the Grand Parkway and FM 1488 area.  New communities, apartment complexes, and shopping centers are being developed at an unprecedented rate. A new high school, Grand Oaks High School, was recently built in District Two along the Grand Parkway to accommodate all the additional residents. 

The District Two staff is committed to using the resources available, not only to respond to calls for service, but to take a pro-active stance against criminal activity in South Montgomery County; preventing crimes before they occur, or taking action against law violators as crimes are being committed. District Two has taken a zero tolerance approach to violent crime that has started to spread into Montgomery County from neighboring Harris County.  These crimes affect the quality of life for our citizens and District Two is committed to dedicating any resources necessary for the prevention, reduction, and prosecution of these crimes.

District 3

Graphic highlighting patrol District 3District Three encompasses approximately 290 square miles and its boundaries are: State Hwy 105 east of Loop 336 to the North, Harris County to the South, Liberty County to the East and the San Jacinto River to the West. Geographically, District Three is the Southeastern portion of Montgomery County. District Three deputies are the primary responders to calls for service in the unincorporated areas. District Three provides a community based policing approach with deputies continuously striving to increase their knowledge of the patrol area and the residents. District Three deputies adhere to the proactive concepts of patrol and are encouraged to get out of their patrol cars and interact with residents, businesses, schools, and community organizations. District III deputies are active in a zero tolerance approach to the criminal element. These concepts have greatly enhanced the relationships between the community and the Sheriff's Office. Deputies occasionally assist the incorporated areas of District III when calls for service backlog in their jurisdiction.

Located within the District Three boundaries are three school districts: Splendora I.S.D., Conroe I.S.D., and the New Caney I.S.D. There are five incorporated areas located within the District Three boundaries: the City of Splendora; the City of Woodbranch; the City of Patton Village; the City of Roman Forest; and the City of Houston.

The current estimated population in the unincorporated portions of the district is 92,625.

In 2018 the deputies ran 49,195 calls for service, made 837 arrests, and wrote 3,331 criminal offense reports. They patrolled a total of 556,981 miles and made 5,780 traffic stops. Detectives assigned in District Three investigated 566 cases.

The Montgomery County Annex in New Caney serves as the patrol office for District Three Patrol and for detectives assigned to the Sheriff’s Office.
